Cleo finds two small children in Riverside Park. They are clearly frightened and runaways, and though the girl who is a bit older speaks English, it is with a heavy Chinese accent.
Cleo learns that they have jumped off the ship to escape their fate, having been sold into slavery to pay for their passage to America. Her disguises take her through the world of human smuggling.
